Position Title: Deputy Program Manager Local Network Enterprise Center-Kwajalein

Work Location: Kwajalein Atoll, Republic of the Marshall Islands


Candidate will support the Program Manager and serve as Alternate Site Manager for the Local Network Enterprise Center – Kwajalein (LNEC-K) Command, Control, Communications, Computers and Information Management (C4IM) contract. LNEC-K is a government owned, contractor operated contract to provide Army C4IM services to tenants of the U.S. Army Garrison–Kwajalein Atoll (USAG-KA). The candidate must be able to work within a collaborative environment composed of Government, military, prime contractor and supporting contractor personnel. KaiHonua is a subcontractor to the C4IM prime contractor.

• Responsible to oversee contract performance and manage staff from multiple contractors to deliver enterprise C4IM services and achieve performance work statement requirements on a remote Army Garrison.
• Act as one of the principal contractor representatives for the Kwajalein C4IM contract. Serve as a primary interface with the Contracting Officer, Contracting Officer’s Representative, Garrison and Reagan Test Site leadership. Report to corporate executive leadership teams.
• Requires excellent communication skills, self-motivation, and flexibility to identify and resolve problems in a timely manner. Gathers and analyzes information to develop multiple courses of action or alternative solutions. Troubleshoots a variety of logistics, acquisition, contract and personnel issues. Provides guidance, leadership and technical direction to staff.
• Ensures prime and subcontractors are producing the desired results. Manages performance issues and coordinates Human Resources concerns with multiple corporate Human Resources teams.
• Primary management focal point to accomplish the administrative, managerial, and technical aspects of this contract.

Job Requirements


  • 5-10 years practical hands-on experience as an IT program or project manager with U.S. Army Cyber Command, U.S. Army Network Enterprise Technology Command (NETCOM) or other Army or DoD entity managing an enterprise program of similar size and scope.
  • Bachelor’s Degree in Computer Science, Information Technology, or related discipline.
  • Project Management Professional certification is required.
  • Employee must possess and maintain IAM-II certification and appropriate computing environment certification in accordance with DoD Directives 8140/8570.
  • ITIL Foundation certification is required.
  • Demonstrated experience planning, directing and overseeing enterprise project operations, procedures, and policies.

Additional Qualifications:

  • Ability to relocate and reside at U.S. Army Garrison – Kwajalein Atoll in the Republic of the Marshall Islands.
  • Must possess a valid U.S. passport.  
  • Pre-employment health screening is required due to remote location and limited medical and dental capabilities on the island.
  • Position requires that candidate possess a final security clearance in order to access classified information. Inability to maintain a security clearance will result in candidate being ineligible for this position.  
  • Ability to ride a bicycle or walk at least 2 miles to/from work daily. There are no personally owned vehicles allowed on USAG-KA. Transportation is primarily by bicycle.
  • Work may involve sitting or standing for extended periods of time. Must be able to lift 30lbs to waist height.
  • Ability to travel by plane or small sea going vessel between working locations.  

Physical Requirements:

Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  May include lifting weight up to thirty (30) pounds as necessary.
