SCA - Cable Technician

Job Summary

The Cable Technician will support and Telecommunication Operational Support and Sustainment (TOSS) services for Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:

  • Install, remove, maintain, modify, troubleshoot and repair outside plant copper and fiber cabling.
  • Perform site surveys and cost estimates related to installation or removal of outside plant cabling.
  • Splice and repair outside plant copper and fiber telecom cables.
  • Perform excavation site clearances and marking or staking cable routes.
  • Test and Inspect newly installed outside plant fiber and copper cables conditions meet BICSI standards.
  • Work with GIS data related to outside plant cabling, manhole and duct systems.
  • Work in outside plant maintenance holes (MHs) to splice, repair, install and remove outside plant telecom cables, perform surveys, perform verifications.
  • Work during inclement weather and be recalled to support restoration of high priority NCTS Base Communications network and system outages when required.
  • Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certifications.
  • Confined Space Entry Program. Follow written Confined Space Entry Program that meets the minimum standards of 29 CFR 1910.146 or the State OSHA equivalent. Contractor personnel perform work inside maintenance holes and telecommunication vaults or confined spaces. Estimated up to 20% of your time will be performed in confined space.
  • Obtain the services of a qualified person for testing and monitoring the atmosphere of the confined space.
  • Obtain entry permits from PM and not use entry permits written for Government personnel.
  • Obtain hot work permits from the Federal Fire Department whenever welding, cutting, riveting, burning, and heating or other similar operation are performed that are capable of producing a source of ignition.
  • Notify and coordinate with the Federal Fire Department whenever personnel will be working in confined spaces to ensure rescue services are available.
  • Where rescue services cannot be obtained from Federal Fire, inform the COR in writing of the rescue services/team they will be using during permit entry.
  • Provide adequate barriers and guards or traffic control as appropriate to prevent unauthorized personnel from entering the immediate work area.
  • Set up barriers and post signage whenever access covers are removed prior to gaining entry into telecommunication vaults, maintenance holes, and manholes.
  • Upon completion of work, the Contractor shall replace and secure removed hatches, access covers, closures, and lids as soon as practicable.

Education / Experience / Certifications:

  • Personnel performing on this effort shall be U.S. citizens
  • Personnel are required to successfully obtain and maintain background investigations and clearances (to include periodic reinvestigations)
  • Personnel Security Clearance. Contractor personnel shall obtain and maintain at a minimum a security clearance level of SECRET to work on this requirement.
  • Contractor personnel supporting may be eligible for work with a security clearance level of TOP SECRET. Interim clearances are acceptable.
  • Associate's Degree in Computer Science, Information Technology, or related discipline is preferred
  • 2+ years of experience performing cable splicing functions
  • Confined Space Entry certification preferred
  • BICSI, cable splicing or fiber certifications are preferred
  • Must possess and maintain an IAT level II certification IAW DoD 8570.01-M

Physical Requirements

Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.  Possible lifting up to 40 lbs.
