Job Summary

The Telecommunications Technician will support and Telecommunication Operational Support and Sustainment (TOSS) services for Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam.

Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:

  • Perform operations and maintenance on the Guam DSN Switches.
  • Perform operations and maintenance on the Avaya CM6 at Naval Hospital.
  • Coordinate and administer the NCTS commercial service customer’s accounts.
  • Provide telephone switching system and optical transport system expertise to perform telephone switch operations, preventive and corrective maintenance, provisioning and quality control on the NCTS Guam JRM DSN switching systems and NCTS Optical Transport Network (DWDM).
  • Perform telephone switching system and subsystem preventive and corrective maintenance functions of the Finegayan Avaya (CS2100), DSN Multi-Function Switch, Andersen Avaya (CS2100 and AS-5300) DSN Multi-Function Soft-Switch, Orote Avaya (CS2100) DSN End Office, Avaya S8720 DSN Small End Offices at Barrigada, Nimitz Hill, Polaris Point, Ordnance Annex, and SL100 (Nortel RSC/RCC) Remote System Centers at AAFB North Ramp and Northwest Field, Avaya (CM7) at End Offices throughout Guam.
  • Perform transport service provisioning, system preventive and corrective maintenance functions on SONET/DWDM Nodes located at various NCTS Base Communications facilities.
  • Conduct system operational verification tests and quality control on DSN network and SONET transport systems. Perform subsystem diagnostic tests; isolate and replace defective circuit packs, electronics components and modules. Test and verify all spare circuit packs by monthly putting the spare cards on a working subsystem without incurring any DSN network isolation or outage.
  • Review, analyze, and resolve telephone system and subsystem anomalies that are reported by the Nortel SL100 Switch Trouble Log Utility, Switch Performance Monitoring System, Killer Trunks, Automatic Trunk Testing, Automatic Line Testing, and the Avaya Communications Manager Server Trouble Log Reporting System.
  • Review, analyze, and resolve SONET/DWDM system and subsystem anomalies that are reported by the SONET/DWDM management system.
  • Perform operations, preventive and corrective maintenance and quality control on all -48VDC power rectifiers, inverters, battery banks and other power subsystems and equipment used at the NCTS Base Communications DSN facilities.
  • Conduct inventory and stock management.
  • Conduct receipt and disbursement of supplies and materials.
  • Research government sources such as GSA to determine availability and pricing and researches and develops other commercial vendor resources.
  • Install and maintain data network & system to include developing data network solutions and cost estimates for telecom customers. Conduct site survey to capture customer’s voice and data requirement and evaluate BCO OSP infrastructure and availability.
  • Work during inclement weather when required and can be recalled to support restoration of high priority NCTS Base Communications network and or system outages 24 hours / 7 days.
  • Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certification requirements.

Education / Experience / Certifications:

  • Personnel performing on this effort shall be U.S. citizens
  • Personnel are required to successfully obtain and maintain background investigations and clearances (to include periodic reinvestigations)
  • Personnel Security Clearance. Contractor personnel shall obtain and maintain at a minimum a security clearance level of SECRET to work on this requirement.
  • Contractor personnel supporting may be eligible for work with a security clearance level of TOP SECRET. Interim clearances are acceptable.
  • Associate's Degree in Computer Science, Information Technology, or related discipline is preferred
  • 2+ years of experience performing telecommunications functions
  • BICSI, cabling or fiber certifications are preferred
  • Must possess and maintain an IAT level II certification IAW DoD 8570.01-M

Physical Requirements

Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.  Possible lifting up to 40 lbs.
