Job Title:  Financial Analyst

Location:  Pearl Harbor, Hawaii

Introduction:

               Rivet Operations Company (“Rivet”), a leader in physical and cyber security, scientific research, process improvement and development with DoD Facilities Management and Base Operations Support Services.

Duties:

This position will support Financial Improvement Program (FIP) / Financial Management, Audit, and Financial Improvement & Audit Readiness / Remediation (FIAR) initiatives such as but not limited to; audit remediation and response support, internal control and sustainment testing, process improvement, training, analytics, strategic and change management, and financial analysis and reporting. The candidate will identify, gather, and package key supporting documentation (KSD) and conduct quality assurance reviews of samples for submission to the Independent Public Auditor (IPA) in support of DoD Full Financial Statement Audit and in response to Budget Submitting Office (BSO) Internal Review Program (IRP) testing and other compliance reviews, inspections, and assessments.

Job Requirements

Required Qualifications:

  • Active Secret clearance
  • Relevant experience in information assurance, information security, risk management, IT and application controls, leading standards (e.g., COSO, ERM, FISCAM, FISMA, NIST), IT technologies (e.g., Windows, UNIX, Oracle, Mainframe, SAP), preparing written or verbal materials, and assisting with presenting project results to clients
  • Perform FISCAM, OMB Circular A-123 internal control, audit readiness, SOC-1 (SSAE-18) reports, and FISMA security reviews
  • Possess a strong understanding of NIST requirements and FIPS guidance
  • Comprehend the FISCAM, Financial Audit Manual (FAM), FIAR approaches and assess information system controls in areas of information assurance, access control, change control, segregation of duties and disaster recovery
  • Complete tests around financial system controls compliance, IT general and application controls
  • Expert knowledge of federal, Department of Defense and U.S Navy Laws, policies and regulations, respectively. To include:
    • General Accountability Office Federal Information Systems Control Audit Manual (FISCAM)
    • DoD Directives 5000 and 8000 series.
    • DoD Internal Control Over Financial Reporting Guide
    • DoD Financial Statement Audit
    • NIST SP 800 series.
    • Cyber Security Requirements including DOD STIGs
  • Business Process Re-engineering. Expert knowledge of business process re-engineering (BPR).
    • Review BPRs for appropriate internal controls and recommend business process improvement
  • Financial Management experience
  • Over five years’ experience in Department of Defense financial management audit and internal controls, to include: Military pay, budget and accounting.

  • Certified Information Systems Manager (CISM)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Governmental Financial Manager (CGFM)
  • Certified Defense Financial Manager (CDFM)

Education:

Bachelor's degree and approximately two years of relevant work experience; or a master's degree with an emphasis on Accounting, Information Systems, Business Administration, Computer Science, or other related field and approximately one to two years of relevant work experience

Security:

Active Secret Clearance Required

Physical Requirements

Work may involve sitting or standing for extended periods of time.  Position may require typing and reading from a computer screen.  Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.  There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.  Possible lifting up to 25 lbs.
