Job Requirements of Master Planner:
Knowledge, Skills, and Abilities
- Bachelor’s degree.
- Minimum of five (5) years of relevant experience supporting customer(s), preferably within the U.S. Department of Defense (DOD) community.
- Proficient working in a demanding and flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
- Excellent written, oral, and interpersonal communication skills.
- Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook) with the capability to coordinate with and brief high-level military, USG, subcontractor, vendor and supplier personnel.
- Capable of planning, participating and leading conference calls, technical interchange meetings, impromptu updates, and prepare comprehensive meeting minutes.
- Ability and willingness to occasionally travel (domestic and international) in support of customer requirements.
- May be required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance. U.S. citizenship is required to be eligible for a security clearance.
Preferred Qualifications
- Knowledge of U.S. Army rank and grade structure, and government civilian pay scale equivalencies, regulations, and other organizations specific to the USASMDC.
- Advanced understanding of the Real Property Master Planning (RPMP) process in accordance with Army Regulation 210-20.
- General Fund Enterprise Business System (GFEBS) data management tool familiarity.
- Enterprise Real Property Interactive Space Management Systems (ePRISMS) platform knowledge.
- Real Property Planning and Analysis System (RPLANS) usage.
- Worked OCONUS supporting the DoD.
- Must relocate to Kwajalein Atoll.
- Active security clearance with current investigation, a plus.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.

Master Planner
Tactica Solutions, LLC is seeking an experienced and qualified Master Planner for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG) for facilities engineering & sustainment and environmental planning & compliance on Kwajalein Atoll, Republic of the Marshall Islands.
Duties and Responsibilities
- Provide leadership, direction, and technical oversight for U.S. government Master Planning activities.
- Direct support to the United States Army Garrison Kwajalein Atoll (USAG-KA) Department of Public Works (DPW).
- Develop, review, evaluate, and facilitate approval of Master Plans for near-term and long-range real property goals and objectives.
- Represent USAG-KA and DCSENG in Military Construction (MILCON) planning and design charrettes.
- Coordinate real property master planning activities and identify sustainability issues that may negatively impact mission operations.
- Provide guidance and input to USAG-KA DPW to the preparation, review, and justification of master planning and space utilization studies.
- Submit timely and accurate CDRLs including, but not limited to, Monthly Status Reports, Project Status Update Briefings, and Trip Reports.
- Provide technical and/or administrative recommendations to resolve issues in a timely and fiscally responsible manner.
- Develop preventative and corrective action efforts, conduct root cause and statistical analyses and report findings.
- Establish, collaborate, and maintain professional relationships with internal and external stakeholders.
- Other duties, as assigned.
Compensation Minimum: $110,000
Compensation Maximum: $125,000
