Job Summary

Galapagos Federal Systems LLC seeks an enthusiastic and highly qualified Subject Matter Expert (SME) to join our diverse team as a Financial Management/Budget Analyst. This role primarily supports the Planning, Programming, Budgeting, and Execution (PPBE) process.

The ideal candidate will possess a strong background in Department of Defense (DoD) and Air Force accounting, with experience in classified accounting systems and processes. The successful applicant will conduct complex financial analyses of budgets and schedules to meet contractual and project requirements for programs across the United States Space Force's Space Training and Readiness Command (STARCOM) portfolio.

Responsibilities include coordinating, negotiating, and resolving financial compliance issues with various governmental agencies to ensure accurate interpretation and application of regulations, policies, and guidance. The candidate will also support the interdepartmental development of program plans, interfacing with customers and other stakeholders, and contributing to the formulation of STARCOM's organizational strategies, tactics, and budget/action plans.

Job Requirements:

Skills / Experience Required

  • 10 years of relevant DoD work experience
  • Monitor execution of assigned programs using automated tools such as CRIS, SAFES, IDECS, and PBES
  • Provide independent assessments of the Air Force and U.S. Space Force financial posture, advising USSF/TE, STARCOM, and Operational Test and Training Infrastructure (OTTI) leadership on decision options
  • Understand and support the DoD PPBE processes, associating the current financial landscape to provide staff support and analyze program funding for all PPBE phases and other budget exercises for the Test & Evaluation Program Objective Memorandum and President’s Budget submissions
  • Identify issues, recommend solutions, and advise on financial management of the classified portfolio
  • Experience with and understanding of Financial Management Systems used by the Department of the Air Force and the DoD, providing staff support, performing obligations and expenditures analysis, supporting periodic execution reviews, and other senior leader requirements as necessary
  • Provide financial advice and support to requirements development from a project’s inception to conclusion for complex to extremely complex programs
  • Provide independent assessments and develop recommended strategic roadmaps for the Air Force, Mission Partners, and U.S. Space Force architectures, advising USSF/TE and STARCOM leadership on decision options
  • Partner with outside organizations to provide advice, technical guidance, and expertise, ensuring financial processes are complete, correct, and timely in support of test range programs, staff requirements, and range programs and staff
  • Conduct detailed analysis, evaluation, and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission-critical challenges/issues
  • Manage the efforts of all staff assigned to a specific job or other tasks as assigned
  • Provide recommendations to senior leadership to help ensure mission success
  • Knowledge and understanding of U.S. Space Force organizations and echelons of command as it relates to USSF Test & Evaluation customers and stakeholders, programmatic goals and objectives, and mission requirements

  • Master’s degree (Business or Financial Management, is preferred)

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
