Operations Specialist

Malanai LLC Naval Station Norfolk, VA (Onsite) Full-Time

Seeking a candidate to support the Navy in Training/Assessment/Exercises analysis in Norfolk, VA. Analyze various program data points, assessment results, exercise compliance and results, make sound deductions and provide well informed, resource balanced recommendations in support of program execution.

Responsibilities:

  • Gather and analyze data for identifying options and providing recommendations; analyze cost data to produce cost-efficiency comparisons, lifecycle costing, and measure performance against cost data.
  • Analyze Personnel and Training Pillars of various algorithms and examine readiness criteria and results in relationship to activities and missions in the Installation domain.
  • Study and review Personnel and Training Readiness and make strategic planning recommendations to leadership; identify issues and deficiencies; develop cost-effective COAs; and inform leadership, working groups, and responsible organizations for concurrence and approval of corrective actions.
  • Leverage industry-best business practices, technical expertise, and tools; (2) analyze, identify, develop, and provide efficiency recommendations; and (3) support revision/implementation of Command policies, develop SOPs, and make process improvement recommendations.
  • Maintain currency in Combined, Joint, Multi-Service, and Service doctrine, tactics, techniques and procedures to analyze, validate, modify, or participate in the requirements development of new doctrine, concepts, organizations, equipment, and personnel in support of the Installation mission and collateral activities.
  • Conduct research and assessment through the identification of critical mission facilities; analysis of operational mission assurance requirements; analysis of internal and external region and installations assessments; and analysis and development of critical nodes required to meet organizational resilience requirements for each installation within the region identified.
  • Identify the gaps between “as is” and “should be” based on analysis of doctrine and policy. The gap analysis will include assessment of the shortfalls, gaps, and redundancies with recommendations for changes to germane documents. The gap analysis will also identify the impact of policy and doctrine products on installation protection should they be beyond the ability of CNIC or the Navy to revise. The gap analysis will include the delivery of a document library composed of all relevant documents and analysis to allow CNIC functional owners a single source for future reference.
  • Use the results of the gap analysis to develop integrated COAs for addressing identified gaps, shortfalls, and redundancies in doctrine, policy, and plans impacting the Force Protection Program.
  • Other duties as assigned

Job Requirements:

  • 4+ years’ experience performing data analysis, process improvement, policy development within the DoD and/or other branches of the military.
  • Highly effective interpersonal skills working with technical leaders and business executives that build long-term relationships.
  • Working knowledge of DoD missions, cultures, organizational components, leadership, major programs, and challenges.
  • Established relationships with DoD clients, stakeholders, and influencers, with demonstrated ability to develop and foster new relationships.
  • Experience interacting with and briefing senior government and military officials.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting to 50 lbs.
