Job Summary

Galapagos Federal Systems LLC is looking for an enthusiastic, well-qualified individual to fill the senior level Program Manager position and to join our team of qualified, diverse individuals in Maui, Hawaii.

The top candidate will be responsible for supporting multiple Department of Defense (DOD) contracts by preparing financial and status reports, utilizing Government-provided templates. The role involves close collaboration with Government project managers and leadership to ensure adherence to performance standards and timely delivery of contract obligations. Additionally, you will collect, manage, and analyze third-party contractor deliverables, offering recommendations to Government stakeholders. Furthermore, the role involves providing high-level recommendations on third-party contractor deliverables and events, while also contributing inputs for recurring Boards. The successful candidate must possess a strong understanding of Government requirements and contractor plans. The position requires meticulous attention to detail, excellent communication skills, and the ability to thrive in a dynamic, collaborative environment.

Job Requirements:

Skills / Experience Required

  • 8 years of experience including at least 3 years of experience supporting Space Surveillance, Space Operations, Intelligence Support for Space Control, or a related mission area
  • Knowledge of Earned Value Management (EVM) processes and tools
  • Knowledge of Financial Management and Forecasting/execution processes and tools
  • Knowledge of standard acquisition regulations, practices, and procedures
  • PREFERRED: 12 or more years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area including a leadership role
  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
  • Project Management Professional (PMP), Acquisition Professional Development Program (APDP) Level 3 Certification in Program Management or Contracting, or equivalent DAIWA certification
  • Responsibilities
  • Developing annual Execution Plans incorporating strategic and capital planning, and technology transition opportunities
  • Providing monthly updates on obligation and execution forecasting
  • Assisting in monthly Government Implementation of Operations Planning and Execution
  • Conducting bi-monthly Program Management Reviews for Government Leadership
  • Supporting monthly Combined Space Operations Center (CSpOC)/ National Space Defense Center (NSDC) Status reports and proposing project planning improvements
  • Creating detailed cost estimates and activity schedules
  • Conducting bi-monthly Program Management Reviews
  • Issuing monthly Program Status Reports and weekly IPT status meetings
  • Ensuring monthly delivery of IMS, cost reports, and bi-weekly invoices
  • Supporting Configuration Management processes and monthly deliverables
  • Updating Integrated Sustainment Plans quarterly and participating in Risk & Opportunity Review Meetings monthly
  • Providing inputs for Systems integration projects, Requests for studies and analysis, engineering design, and Technology projects
  • Provides oversight and direction over budget functions involving formulation, execution, and analysis of budget and economic and cost analysis studies, cost performance measurements analysis, determination, and development of necessary policies, regulations, business development and operations and acquisition support.
  • Formulates and recommends policies, philosophies, and concepts regarding control and allocation of resources; effect implementation of recommendation
  • Provides expert-level analysis resulting in plans for budget-related planning and programming.
  • Develops and leads the implementation for new procedures for business management, program management and financial management.
  • Supports Program Mangers and Section Chiefs in resource loading, critical path definition, resource allocation to ensure projects delivered on time and in full.
  • Develops and analyzes contractual modifications and provides acquisition support to project officers.
  • Establishes, revises or reviews policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishments, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
  • Serves as advisor to branch personnel on related programmatic and financial issues.
  • Collaborates with team members and builds briefings for strategic engagement with internal/external stakeholders on budget, plans, programs, and associated requirements.
  • Support development, coordination, and approval of cost estimates for facility, modernization, and upgrade projects for the AMOS site.
  • Develop historical analysis of data, develop reports, contribute to development, coordination, and approval of strategic communications of AMOS financial requirements.
  • Support stakeholder communications and participation in AMOS site projects and programs.
  • Support Resource Management meetings, review resource allocation for operations, sustainment, and modernization projects.
  • Participate in pre-solicitation efforts and provide advice during source selections.
  • Occasional travel to CONUS and OCONUS locations upon government direction.
  • Other duties as requested by the Government and within the constraints of the Maui A&AS contract

Education / Certifications

  • B.S. or B.A. in Engineering, Economics, Finance, Space Operations, or a related discipline (required)
  • M.S. or M.A in Engineering, Economics, Finance, Space Operations, or a related discipline plus (preferred)

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
