Job Requirements of Program Manager V:
Skills / Experience Required
- Current Active DoD Secret clearance
- 10+ years of progressive experience demonstrating required proficiency in program and IT management
- 12+ months of experience using SharePoint as a Project Management Information System (PMIS) or similar tools to monitor and track project status effectively
- Provide expert advice and conduct comprehensive reviews to assess current and future software and hardware requirements, ensuring alignment with organizational objectives
- Develop and manage IT contracts, budgets, funding, and procurement activities using advanced IT business management tools and applications
- Deliver cradle-to-grave project management services, including project planning, kickoff, team stand-up, progress monitoring, reporting, documentation, vendor communication, closeout, and review
- Oversee departmental projects covering IT facilities and construction, telecommunications, end-user devices, hardware/software/system implementations, installations, deployments, cybersecurity, networking, and IT infrastructure
- Assign project tasks, align deliverables with Site Manager expectations, and ensure optimal resource allocation and productivity
- Plan project stages, assess business implications at each phase, and implement innovative solutions to meet or exceed performance requirements (PRs)
- Consistently ensure all performance standards and requirements are met or exceeded
- Direct and manage large, multidisciplinary IT support teams to achieve organizational goals
- Organize and oversee work, ensuring personnel and cross-functional teams achieve objectives efficiently
- Address complaints and resolve problems related to Performance Work Statement (PWS) requirements
- Develop complex IT program plans to address organizational needs, investigating and resolving issues
- Interface with functional support groups, external stakeholders, and subcontractor staff to execute program plans
- Prepare capital and operational requests while managing subcontractor performance
- Plan, initiate, and manage IT projects from conception to completion
- Serve as the primary liaison between business and technical aspects of projects
- Monitor progress to ensure deadlines, quality standards, and budget targets are consistently met
- Apply expertise to multiple complex assignments, using originality and innovation to determine the best course of action for task completion
- Fulfill reporting requirements, including Monthly Progress Reports (MPRs), After Action Reports (AARs), and weekly status briefings
- Maintain thorough and accurate documentation of all project activities and deliverables
Education / Certifications
- Master’s degree with a technical focus (preferred)
- Relevant work experience/training certifications may be considered in lieu of a degree
- PMI PMP
- ITIL 4 Foundation certification

Job Summary
Galapagos Federal Systems, LLC is seeking an experienced and driven Level 5 Program Manager to lead complex, high-impact projects across various IT and organizational domains. This role demands a skilled professional capable of providing technical guidance, conducting comprehensive reviews, and assessing the organization’s current and future software and hardware needs. The Program Manager will be responsible for developing and managing IT contracts, budgets, funding, and procurement activities utilizing advanced IT business management tools and applications.
This position involves overseeing the full lifecycle of projects, from initiation to completion, ensuring seamless execution at every stage. The Program Manager will lead the delivery of projects in areas such as IT facilities and construction, telecommunications, end-user devices, hardware and software implementation, installation and deployment, cybersecurity, networking, and IT infrastructure.
Collaboration with the Site Manager is critical to align project tasks and deliverables with expectations.
