Job Title: SCA - Computer Systems Analyst I – Electronic Technician

Location: Dededo, Guam

JOB DESCRIPTION

The Computer Systems Analyst I specializing as an Electronic Technician will support the Telecommunication Operational Support and Sustainment (TOSS) services for Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam. This position conducts telecommunications equipment systems installations and upgrades. Assists with telecommunication requirements and circuit engineering to ensure efficient use of telecommunication assets, facilities, and equipment developing procedures, techniques, and operational parameters of advanced telecommunications systems equipment.

Responsibilities:

  • Maintain shore-based, ship-based, and portable communications equipment, including all associated cabling, computer, multiplexing, switching, cryptography, recording, cooling water, and dry air systems.
  • Analyze equipment operation and align, troubleshoot, and repair equipment to the lowest replaceable unit. In addition, they execute casualty control procedures, restoring operability for all assigned electronic equipment, and recognizing mission criticality and redundancies within systems.
  • Perform administrative functions that include updating casualty reporting messages, technical manuals, equipment maintenance records, and managing test equipment calibration requirements.
  • Provide support to US Army and GMS Instrument Rack to include but not limited to:
    • GMS rack must be physically controlled/secure (property protection) space with office or laboratory environment/climate control.
    • Equipment cabinet keys should be under key control standards with access to cleared COMSEC-authorized US citizens only.
  • Site/Host Maintenance and Support Requirements:
    • Instrumentation rack in a climate controlled and physically controlled space.
    • Periodic reboot of rack equipment.
    • Monthly visual check of instrumentation rack, monthly visual checks of antennas, cables and connectors and after weather events.
    • Support annual site visits of the Field Site Representative (FSR) for calibration, maintenance and property accountability.
    • Occasional assistance with remote troubleshooting during site's normal business hours.
    • Assist/support connection to DoDIN once ATO is granted and connection approved.
    • Reset the Cellular modem if needed.
    • Conduct quarterly property accountability via photo.
    • Host organization or related Technical Activity support to obtain connection (physical or logical) to the DoDIN once ATO is approved.
    • Assistance with remote troubleshooting during site's normal business hours.
    • After hours support for troubleshooting, Exercise and/or Operations not to exceed 25 hours per year.
    • Provide copies of site key control and emergency action plans.
  • Other duties include completing fiber optic and basic soldering repair, electrical safety checks, testing equipment calibration, and supervising personnel who conduct tool and test equipment inventories, logistics support, and maintenance and testing of systems and equipment.
  • May be required to work during inclement weather and can be recalled to support restoration of high priority NCTS Base Communications network and or system outages 24 hours / 7 days.
  • Establishes and implements short and long-term strategies within established time frames to ensure undue interruption of services to customers.
  • Ensures adherence to disaster recovery procedures and contributes to the application of best business practices to ensure successful continuity of operations. Must be able to correctly interpret, and comply with all applicable DOD, DISA, NAVNETWARCOM, CYBERFOR, and NIWC Shore Installation Process handbook policies and directives.
  • Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certifications.

Compensation Minimum: $33.00

Compensation Maximum: $36.00

Qualifications:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and ability required.
  • Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain network software and hardware, optimize functionality of systems, and diagnose and recover failed systems.
  • Knowledge of and ability to rekey of SAASM equipment, COMSEC support for storage of Field Recoverable CIK for TACLANE-C100 in the COMSEC vault.
  • Knowledge of the operational capabilities and quarterly property accountability via photo or DA 2062 or DD 1149,1150.
  • Ability to apply knowledge of the functional relationships of various component parts of communications systems and the related operational process. Knowledge of technical control procedures to include operation of multiple types of technical equipment, test equipment, and ancillary devices to provide quality communications and support.
  • Able to communicate effectively both orally and in writing and make oral and written reports and presentations in a clear concise and effective manner.
  • Able to adapt to changing requirements and techniques and quickly master subject matter concerning new technologies and specialized operations.
  • Personnel performing on this effort shall be U.S. citizens.
  • Personnel are required to successfully obtain and maintain background investigations and clearances (to include periodic reinvestigations) required for the position.
  • Personnel shall possess a valid Guam driver’s license to operate a motor vehicle on Guam. Local travel is required to perform field support within Government owned facilities on Guam.
  • Must possess and maintain an IAT level II certification IAW DoD 8570.01-M.

Preferred:

  • Degree in Computer Science, Information Technology or Electronic Engineering, or related discipline is preferred.
  • 2+ years of experience performing IT Specialist, Electronic Technician or related functions.
  • Experience working with the military and/or government.

PHYSICAL REQUIREMENTS

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
