Job Summary

Galapagos Federal Systems LLC is seeking an enthusiastic, well-qualified individual to fill the level four Program Manager position, supporting the Space Rapid Capabilities Office (Space RCO). This role is integral to a dynamic and diverse team responsible for managing complex, high-priority projects.

This position's main responsibility is to collaborate within a cohesive team and provide strategic, effective planning, initiation, and management of technical projects. The Program Manager (PM) will lead a technical team, ensuring coordination between stakeholders, and guiding technical aspects of project execution. The PM will plan project stages, assess technical implications at each phase, and monitor progress to ensure all deadlines, standards, and targets are achieved to meet the mission requirements of Space RCO.

The PM will manage the preparation and distribution of memorandums, letters, reports, spreadsheets, presentations, and briefings that require senior leadership approval and coordination with external organizations. The PM will coordinate with internal and external stakeholders on operational functions such as calendar appointments, meeting logistics, visitor management, and security compliance.

Additionally, the PM will assist in the development and revision of Standard Operating Procedures (SOP), oversee program/organization-level meetings, and manage visitor security protocols. The role will also involve performing financial analysis of budgets and schedules for programmatic requirements related to Space RCO and other stakeholders. The PM will support the coordination, negotiation, and resolution of financial compliance issues with government agencies and ensure proper interpretation of regulations and policies. The individual will further assist in formulating strategies, tactics, and budget plans for Space RCO’s operations.

Skills / Experience Required

  • Hold an active Top Secret, SCI Eligible, SAP Accessible
  • 12 + years Department of Defense experience working in space and/or cyber operations 
  • 10+ years’ experience in Project Management 
  • Assess current or future customer needs and priorities through communicating directly with customers, conducting surveys, or other methods 
  • Adheres to strict security constraints meeting customer requirements 
  • Review and develop implementation plan to include technical analysis meeting mission objectives 
  • Provide planning and strategic thinking across space enterprise portfolio 
  • Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for mission requirements
  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements
  • Maintains quality service by establishing and enforcing organization standards
  • Provide recommendations to senior leadership to help ensure mission success 
  • Strong verbal and written communication to effectively express concepts, plans, and proposals
  • Lead strategic planning, initiation, and management of complex technical projects within Space RCO
  • Guide and oversee the work of staff, ensuring collaboration and coordination between multiple stakeholders
  • Plan project stages, assess technical implications, and monitor progress to ensure deadlines, standards, and customer mission needs are met
  • Ensure processes and procedures are followed and adhered to in the development of project deliverables

Education / Certifications

  • Master’s degree in technology such as cybersecurity, computer science, IT management, and information technology, and related fields. And/or relevant job experience may be considered
  • PMP Certification (desired)

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
